Regional Expeditionary Operations Manager (EUR)

Location: Kaiserslautern, GER, Germany

For more than 78 years, the USO—a private, nonprofit organization—has served the men and women of the U.S. military, and their families, throughout their time in uniform – from the moment they join, through their deployments and as they transition back to their communities.

Today’s USO continuously adapts to the needs of our men and women in uniform and their families, so they can focus on their very important mission. We operate USO centers at or near military installations across the United States and throughout the world, including in combat zones, and even un-staffed USO service sites in places too dangerous for anyone but combat troops to occupy.

The Regional Expeditionary Operations Manager (EUR) provides support to deployed forces in Eastern Europe, Europe, Africa and other locations.  The position is supervised by the Regional Director of Operations (DO) and coordinates its activities with the DO and the Regional VP.

Principal Duties and Responsibilities (*Essential Duties)   

  • Supervise, plan, and manage regional expeditionary operations to support deployed forces, especially in austere environments.  Manage and be accountable for USO equipment positioned forward in unstaffed USO facilities, in coordination with supported unit leadership.*
  • Prepare support-related metrics and report on support performance, such as those related to items requested and delivered. Report on Mobile Canteen outreach programming executed in Eastern Europe.*
  • Develop and maintain close working relationships with key contacts and colleagues – e.g., deployed unit leaders, forward base mayor cells, the AAFES, Installation Management Command – Europe and G1, U.S Army Europe and supporting agencies and commands.*
  • Develop a region-wide annual expeditionary program delivery plan for Mobile Canteen Support/Programming in coordination with the supported rotational force leadership.  Work with the Regional Mobile Canteen and Logistics Manager to plan and execute mobile operations to support deployed forces at ports of debarkation and at assigned forward bases in Eastern Europe.*
  • Coordinate with deployed Unit Public Affairs, AFN and Stars & Stripes Europe ensuring appropriate coverage of USO expeditionary programs and events.
  • Provide Arlington Development with media coverage and program reports on executed USO expeditionary operations to assist in building sustainable funding and sponsorship for USO expeditionary operations in Eastern Europe.*
  • Assist the Regional Director of Operations and Regional VP with monitoring and managing financial activities for expeditionary operations, including but not limited to creating and executing the annual operating budget.*
  • Work with Arlington Programs and Operations to facilitate all USO2GO, Care & Holiday Packages and ensure proper shipment of these items to our supported units.*
  • Other duties as assigned.

Job Specifications - minimum Knowledge, Skills, Abilities and Behaviors necessary to perform the job successfully. Equivalent combination of education and experience is acceptable.

  • Bachelors’ Degree in any discipline required. Masters’ degree in Administration or Business or Business Operations preferred.
  • 5 or more years military operational experience at the Senior NCO or Officer level in managing operations in a medium to large unit (Battalion – Brigade equivalent) or operational experience in managing a civilian logistics operation in support of US military bases in austere operational environments. Some supervisory experience preferred.
  • Demonstrated ability to work with diverse military and USO teams to coordinate and deliver support and programs that connect our deployed military with family home and country while serving in a deployed status in Eastern Europe and Africa. Ability to achieve desired results while working collaboratively in a team environment.
  • Strong interpersonal and problem-solving skills. Ability to interact with USO Leadership, supported Military Leadership at a variety of levels with integrity and professionalism.
  • Demonstrated ability to exercise sound judgment related to controversial and/or culturally sensitive subjects. Ability to handle confidential information with tact and poise.
  • Strong demonstrated knowledge of basic business and accounting functions including project management and budgeting.
  • Demonstrated initiative/self-motivation, with the ability to quickly and easily adapt to changing organizational needs.
  • Proficiency using computers and electronics equipment. Working knowledge of various software, applications, and programs including but not limited to Microsoft Office Suite.
  • Ability to obtain and maintain proper credentials necessary to access USO Center locations and facilities including but not limited to security, credit and/or background screening, SOFA status, valid driver’s license.
  • Must be a strong advocate of the USO’s mission.
