Programs Manager

Location: Arlington, VA, United States

For over 75 years, the USO has been the nationís leading organization to serve the men and women in the U.S. military, and their families, throughout their time in uniform. From the moment they join, through their assignments and deployments, and as they transition back to their communities, the USO is always by their side.

Todayís USO continuously adapts to the needs of our men and women in uniform and their families, so they can focus on their very important mission. We operate USO centers at or near military installations across the United States and throughout the world, including in combat zones, and even un-staffed USO service sites in places too dangerous for anyone but combat troops to occupy.

The Programs Manager is responsible for relationship management, program oversight, planning and successful execution of core USO Military Family Programming that serve the needs of Americaís troops and their families.

Principal Duties and Responsibilities (*Essential Duties)   

  • Manage full-cycle program/event management process for assigned projects, including but not limited to ensuring that goals are clearly established and documented, managing program execution and delivery, defining success, tracking outcomes, coordinating program/event promotion and publicity, on-site leadership and coordination, as well as financial and inventory tracking and reporting, procurement compliance and timely after-action reporting.
  • Oversee full-cycle event planning for a wide variety of USO events including but not limited to identifying event requirements, site/vendor selection and management, promotion/marketing strategies, event implementation, and post-event evaluation.
  • Oversee creation and management of event budgets and contractual agreements. 
  • As directed by USO Programs leadership, develop, improve and maintain working relationships with current and potential partners to generate support for assigned programs.
  • Serve as staff liaison between internal USO staff and key stakeholders involved in planning, coordination, implementation and management of assigned programs. Foster collaboration to maximize program reach and impact.
  • Identify program goals, measure and evaluate existing programs. Identify gaps and recommend new programs and/or program elements to maintain and support growth of assigned area.
  • Provide guidance and direction related to assigned programs/projects to Field Operations staff.
  • Manage program, event and service costs, to include inventory management reporting.
  • Other duties as assigned.

Required Qualifications

  • Bachelorís Degree in business or related field
  • 5+ years progressively responsible work experience in a program/project management role.  Prior events management experience preferred.
  • Willingness and ability to perform work in a non-traditional work environment (i.e. outside of office setting). 
  • Strong interpersonal, customer service and problem-solving skills with an emphasis on problem solving and intellectual curiosity.  Ability to interact with USO Leadership, the general public and military audiences at a variety of levels with integrity and professionalism.  Ability to manage and influence external vendor relationships.
  • Proficiency using computers and electronics equipment.  General knowledge of various software to include Cvent, applications, and programs including but not limited to Microsoft Office Suite.
  • Demonstrated ability to exercise sound judgment related to controversial and/or culturally sensitive subjects.  Ability to handle confidential information with tact and poise.
  • Must show initiative, self-motivation, and attention to detail with the ability to manage multiple projects with competing priorities.  Ability to quickly and easily adapt to changing organizational needs.
  • Ability to achieve desired results while working collaboratively in a team environment.
  • Ability to perform basic business/accounting functions including project management, inventory management and budget reconciliation.
  • Ability to obtain and maintain proper credentials necessary to access USO Center locations and facilities including but not limited to security, credit and/or background screening, valid driverís license.
  • Must be a strong advocate of the USOís mission. 
  • This position is located in Arlington, VA. Preference will be given to local candidates within commuting distance to the location.
  • Relocation assistance is not provided for this position.
  • This job requires 30-50% travel.
